European stock market indices started new week with decline after EU leaders failed to reach an agreement over the EU recovery fund. Some countries want more money to be paid out as grants, rather than loans. Talks are set to resume today at 3:00 pm BST. DE30 dropped almost 1% following European cash session launch but began to recover.
